This is a parody of the greeting card service that was popular at the time (when you open the address attached to an email, you can see a greeting card decorated with pictures and sounds in your browser). Instead of a nice decoration, you could send something that is kind of harassing: multiple Java-based pop-up windows falling from the top of the screen, a flashing message covering the entire screen, or even a silly animated GIF attached to it.
